Localization: Add "de_at"

Add the localization to de_at, since our first customers are based in DACH and main Language is German.

Note: also has to align with brand-communications guidelines (not defined yet) - which language we choose as primary communication language (also on Website, LinkedIn)

Anyways - i would like to be able to switch the german, as we never know the English skills of our clients.
